Cusco, located on the Southern hemisphere, has its winter from May to August, which is the dry season with blue skies and cold night, often falling to the freezing point. The winter, from December to March, is the wet season, when skies are often overcast, particularly in the afternoons. So the best time to visit Cusco and Machu Picchu is from April to November. Day temperature vary little in Cusco, making the Cusco climate mild and comfortable. The climate of Cusco, Peru, extends to much of the Sacred Valey, being the heart of the Inca Empire, Ollantaytambo, the Inca Trail, but not to Machu Picchu or Aguas Calientes.
The best time to visit Cusco and Machu Picchu is from April to November, which coincides with the vacation on the Northern hemisphere.
